These guides are written to be copied. The one-week plan takes a team from scattered AI accounts to one proxy with a key per person, and ends with the first month of trimming, caching, routing and batch rules, which is where the bill starts to drop. The policy template gives you a one-page rule for who may use which models, with which budget, and what is logged.
Edit them to fit your company. Neither needs Proxen to be useful, although both are easier when every request goes through one address.
